As you say Thomas is with his parents at the time of the 1881 Census but no sign of Harriet and the above thread suggests Thomas may have remarried as the 1891 Census gives his wife as Jane. There are 2 children born in Gloucestershire and these are the entries from GLOS BMD index:

This tells us that the mother is Jane ROBERTS but I am unable to find a marriage between Thomas Workman and Jane so I can only conclude that Thomas and Harriet went their separate ways or possibly Harriet went into a Lunatic Asylum or similar. At the time of the 1881 Census patients in Gloucester Asylum are listed with their initials only but I have not been able to find a suitable entry with the initials H.W. or H.F.

Finally Harriet can be found in the 1871 Census in the Parish of St Luke, Gloucester as follows:
