For the benefit of anyone else following this up I believe it must refer to the Hon. Randal Edward Sherborne PLUNKETT, heir to the barony of Dunsany, who was elected Conservative MP for West Gloucestershire in 1874. He subsequently lost his seat but remained active in politics until his death in Madeira on Christmas Day 1883 at the age of 35.
