Orphanages in Monmouthshire in 1914 (Urgent)

Hello - I am trying to find the records of my grandfather, Mervyn Ellis. Who was either born or placed in an orphanage around Dec 1914. Would anyone have any tips on how to search? It was in the Monmouthshire area but I don’t know where abouts exactly.

Not sure how he got from India to Monmouthshire!
It’s possible that his surname was picked by the orphanage. I do think (based on DNA links) that Mervyn and William were picked by the parents. It’s all a bit of a riddle!

his mother dies in 1922 - thats the obvious trigger for a 7 yr old to find himself in care
I cant find a passenger record to show a move to Wales

Meerut could be confused with Monmouth possible ?

Not sure what history you have oral , written ?

Was his mother ❤️. Info about at orphanage in Monmouthshire was oral - it’s pretty accurate though. I wish I still lived in the UK so I could physically check records. I’m so thankful for your help
