Joseph BEACH, Whitecliff - Tin works (General)
Tin fever would be a little like Gold fever , as in Gold rush, to a potential source of Tin Ore, or...
a fever from Tin poisoning.
Tin eyes is probably a description of the result of Tin irratation / poisoning, from tin dust at a guess ( like conjunctivitus ?).
There was a tin plate works in Coleford, later became the Brickworks, and at Redbrook ( just down the hill from Whitecliff)
