Marriage Records - General Query (General)

I am trying to trace the second marriage of my grandmother (Mary Williams, nee Briant)at St Peters Church Bristol to a Mr Clifford - sometime during the first part of the 1900s. During the war the church was bombed and all the records destroyed. Bristol Record Office have confirmed this. What is the mechanism for church informing the Public Records Office of a marriage? That is, would a copy of the marriage certificate be held by the PRO?
