my understanding is the England and Wales are treated as England ( I can hear the crys already)

Scotland and Ireland are pretty clear, but Foreign means subject of a Foreign state rather than a British subject born abroad.

Think about the Union Jack, St George,St Andrew and St Patrick, and the state of the Union in 1841....

The enumerator's directions make no mention of Wales or a tick in this box.
