Came across the following in The Times newspaper.
www.memorialinscriptions.org.uk
A database of British gravestone inscriptions went on line on Friday 10th November. According to the paper the website carries inscriptions from more than 200 cemeteries and is expanding steadily.
The database includes inscriptions and names dating from the 12th century.

It does rather look like Norfolk is the first area to be surveyed.
Gloucestershire FHS has done some work across the county and publishes a CD :-
