Having looked it up, I can see that Sedbury is most certainly in the county of Gloucestershire.
Sedbury is in the Parish of Tidenham. Tidenham was ONCE a part of the Forest of Dean but is now no longer classed as such.
So, as this site is a Forest of Dean one, then maybe that's what was meant by Sedbury not being covered.
