Hi Judy,
first may I offer my sympathies with your plight, I do hope we can help you. I see you've been using this site for some years so no doubt you've searched this sites PRs for your grandfather, altho it seems he's not here judging by my first look.

Have you considered searching where his parents are buried ?
Did he have any siblings, all clues may help ?

Searching the (Free, Ancestry) 1911 Census gives his family as:

Florence M M Phillips Wife abt 1876 35 Female Married 16yrs Cinderford, Gloucestershire
Edward Percy Phillips Son abt 1896 15 Male Single, Post Office Messenger, Cinderford, Gloucestershire

I do not know if there is a Cemetery at Flaxley ??

Ancestry's "suggested records" include Adalena Newman, so I guess my suggested marriage is perhaps correct so may be a usefull lead ??

I see Edward is on an Ancestry Members Tree, is this yours ?. If not then contacting the Phillips Tree's owner may help (Sadly I cannot as don't have Ancestry membership)
I've searched the FoD Council site and he is not buried at either of their cemeteries at Cinderford or Coleford, as is expected given the date.

Searching FoD PRs for the family only gives:
