I too am searching for a William Morgan but a different one. This one was born abt 1839 and married Sarah Harper born abt 1851 (age depending on which census you are reading). Below is the marriage record from this site>

Record_ID: 7844 Entry Number: 161
Date: 21 Nov 1864
Groom : William MORGAN Of full age Bachelor Profession Laborer
Groom Residence: Flaxley
Groom Father: John Morgan Profession: Collier
Bride: Sarah HARPER Of full age Spinster
Bride Residence: Flaxley
Bride Father:Jonathan Harper Profession: Labourer
Licence or Banns: Banns
Signature or Mark: He marks she signs
Witness 1: Mark of Thomas Cole Witness 2: Mark of Ann Cole
Officiating Minister: Rob[er]t R Hurle Off[iciatin]g Min[ister]
Register Reference: P145 IN 1/11 Page No: 81
Parish_Chapel: Flaxley

On the certificate it states that William's father is called John Morgan, a Collier. I have 1871/1881/1891/1901 census for William and his family but prior to his marriage I cannot find the 1841/1851/1961 records.
Can anyone tell me who Williams parents were and possibly grandparents?
