The family living at The Barracks in 1881 is most probably the one you seek as it adjoins Moseley Green.
Samuel Morse's occupation in 1901 Census is Coal Hewer but looking at Gloucestershire Pubs web site: http://www.easywell.co.uk/pubs/ you will find a Samuel Morse is listed as the publican at the Travellers Rest Blakeney New Road in 1903.

Assuming that William's father is Henry then this is the best match from the 1851 Census:
