Albert PHELPS 1863 Rudford the Clergyman (General)

Albert Phelps (I don't think it is "Albert Edwin", just plain "Albert") was a missionary in China and, subsequently, a clergyman in various locations in England. I have a lot of information about him including his own account of his work in China, photos and various inscribed books that he owned. I am happy to pass on this information but this forum may not be the best medium for that.

According to my research, Albert's parents were Edwin and Martha Phelps (nee Boughton). Alpert Phelps was born in Rudford in Gloucestershire in the UK on 14 December 1862. His father was at one time described as a gamekeeper
later a dairyman. Albert appears to have been the youngest of five children.
There is no record of his approach to the China Inland Mission (CIM) nor of the
background to this event but his acceptance by the Mission was followed by a
departure for China on 8 October 1884. According to the CIM records, he gave as the address of his nearest relative 5 Lower Westgate Street, Gloucester while his occupation is shown in the records as Decorator.

Albert was ordained priest in 1890 while he was in China by Bishop Moule.

I am currently working on Edwin's ancestors so any light you can shed on those would be helpful. Also anything you might have on Freemen of the city of Gloucester would be useful. Albert was a freeman of the city as was his father Edwin. What did this mean and how can I investigate earlier generations of freemen?
