I guess if you start with a copy of the death cert it should give an idea of where he was living etc.
A number of potential Williams / Barrett children are in the BMD list around 1925....
In the Pontypool area there were institutions in Griffithstown and Llanvrechva - long shot sorry - I hope the death cert gives some clues....
