To answer my own question on communication links between Lydney and 'the other side', the Victoria County history of Gloucestershire states that the ferry passage at Purton was well used during the 19th century, being closed and replaced by a footway across the Severn Railway bridge when the latter was opened.

It must have been a spectacular, if rather exposed, walk. I do not recall seeing anyone walking on it on the few times I crossed it by train.
