I think you will find that Beaverstone is near Tetbury Gloucestershire and not in the FoD.

Looking on the 1841 census for a Thomas Pace in Gloucestershire I found the following which may be a possible for William's parents.

1841 Wing Lane, Kemerton, Tewkesbury, Glos
Pace, Thomas age 69 born 1772 Gloucestershire
Pace, Ann age 67 born 1774 Gloucestershire
