A "possible" from the 1881 Census ?:
I cannot find any Cheltenham births abt 1850 to match this record, on FreeBMD or Glos BMD. I suggest he may have adjusted his birthplace as a Cheltenham address would better "suit" a tailor in affluent & fashionable Brighton.
