In this post I set about eliminating possibles such as the other Nellie G Browning. This particular lady married George E Dungate:

So we are able to amass a considerable amount of detail which clearly tells us that this Nellie’s father is not Arthur who we are looking for.

I have searched the Birth Index on GRO Online for any birth in the name of Nellie Gertrude Browning between 1888 and 1902 and there is only one and we have established that she was born to Thomas Browning and his wife Emma nee Eves. I have also carried out a search for births in the name of Ellen Gertrude Browning in the same period and there is only one which is your ancestor:
