thanks for clarifying things. Sadly this family appear to be outside of our Forest of Dean area, so that will affect how much we can help you, but we're a friendly forum so will do what we can.
I only have access to the Census' via FamilySearch at the moment, so cannot see the actual images, but yes it does appear fairly convincing that Eliza was born in Builth Wells, as follows (I appreciate you have much if not all of this, but it may help other researchers as well as me):

I'm sure you've seen these Records as well, could this be our Eliza ?. Sadly no parents are named, altho it's possible that they are visible on the FindMyPast site who hold the image, altho Ancestry may also have it ?.

Llanstephan is only 7 miles from Builth Wells so I suggest these are worth your following-up if possible. That said I see the original PRs may be held at Powys Archives, so you may already be on this trail ?
