MATTHEWS/BLANCH marriage 1889 (General)

Does anyone have any info on a marriage between Thomas Matthews and Maud Blanch. I can find the marriage listed in the England/Wales marriage index, registered in Westbury on Severn in 1889. However, I cannot find a parish record.

I'd like to find additional info so that I can establish whether this is my g grandfather, Thomas Reed Matthews, b. 1867, son of Thomas and Eliza Reed Matthews, of Ruardean. I've found an 1891 ship's passenger record departing from England to the US which shows a Thomas Matthews and several lines above his name is Maud Matthews. I know my ggrandfather came to the US in 1891.

Any help would be appreciated.
