George COX, - Goal records or Workhouse? (General)

Could this be my George Cox as an Inmate at the Union Workhouse in the 1901 England Census? The age and DOB year are exactly right for him.

This was the Union Workhouse, 70 Union Street, Tetbury. Is anyone familiar with it or can tell me something about it? I don't really know what is meant by "workhouse". Is there any way to obtain more information about the inmates who were kept there?

Would George have been kept at a workhouse rather than be sent to Australia for stealing sheep??? His condition as to marriage (I am assuming) means he was a "Widower". This would also be correct as Ann Matilda Cox died in 1886.

I would appreciate and value any opinions and/or information. Thank you.
